The City of Longview has opened a 30-day public review period for its 2026 Annual Action Plan, a document that outlines how federal funds will be used for housing and community development in Longview and Kelso. According to official city records, the public has until June 29, 2026, to submit comments on the draft plan.

The Annual Action Plan serves as a summary of activities and resources intended to address priority needs identified in the region’s five-year Consolidated Plan. These programs are funded through federal entitlement grants from the U.S. Department of Housing and Urban Development (HUD). The funding is divided between the Community Development Block Grant (CDBG) program and the HOME Investment Partnership Program.

The HOME program is managed by a consortium consisting of the City of Longview and the City of Kelso. It supports projects including homeowner rehabilitation, homeownership assistance, rental housing development, and tenant-based rental assistance for residents with special needs. The CDBG program covers a broader range of local investments, including public facilities, economic development, and public services. To qualify for these funds, project proposers must document a benefit to low- or moderate-income residents and demonstrate community support.

While the 2026 plan is currently under review, the city noted that grant applications for these programs are closed and will not reopen until early 2027. Future applications will be processed through Neighborly Software.

In addition to the 2026 planning process, the city has scheduled a public hearing for the fiscal year 2024 Consolidated Annual Performance and Evaluation Report (CAPER). This report, which tracks progress on previous goals, will be open for public comment from October 7 to October 27. The hearing is scheduled for 6 p.m. on October 23, 2025, at Longview City Hall. Residents may submit comments on either the 2026 plan or the 2024 performance report to Program Coordination Specialist Kenny Robinson by phone or email.
