For sewer services, staff are recommending either a 4 percent or a 5 percent rate increase. The 4 percent option would exceed inflation by approximately 0.5 percent and require using down reserve funds gradually to support the capital improvement plan. The 5 percent option, about 1.5 percent above inflation, would offer greater fund stability and reduce reliance on reserves.
