Drivers and transit riders around Lower Columbia College should expect delays starting Thursday, Jan. 22, as Phase 3 of the LCC water main relocation project begins at and near the intersection of Washington Way and 15th Avenue.

According to a City of Longview construction update posted Jan. 21, 2026, Phase 3 will bring lane closures, detours, lane shifts, reduced speeds, and short delays through Feb. 13. The city said traffic will be maintained and access to nearby schools, businesses, parking, and emergency services will remain open during construction.

This work is tied to relocation of a city-owned water main off college property to support construction of LCC’s new vocational building. While it involves a city utility, the City of Longview has emphasized the project is being led and contracted by Lower Columbia College and is not a City of Longview construction project.

River Cities Transit riders should also watch for changes. The city said bus stops within the project area will be temporarily relocated, and riders should follow posted signage or check with River Cities Transit for updated stop locations.

For motorists, the city’s guidance is straightforward: plan ahead, consider alternate routes, and allow extra travel time—especially during peak school and commute hours.
